At the start of 2022, the e-TAMKEEN project hit a crucial milestone. In February, a mid-term evaluation was launched, lasting until April. This wasn’t a formality: it offered a unique opportunity to take a close look at the work and progress made since the cooperation agreement was signed in 2018 up to March 2022.
The essence of the evaluators' work lay in carrying out three essential tasks. Firstly, to assess progress by offering a balanced opinion, both qualitative and quantitative, on the progress made by the programme. Secondly, the evaluators were asked to provide informed recommendations for the future direction of the programme. These recommendations were to be based on a rigorous analysis of the accumulated data. Finally, the role of the evaluators was to extract lessons from the current experience, suggesting improvements for future programmes and strategies.
To ensure a comprehensive evaluation, both a qualitative and quantitative approach was adopted. The evaluators used criteria recognised by institutions such as the OECD, the European Commission and the World Bank. In particular, they used a detailed grid, 'Performance', as the main instrument of analysis. This grid highlighted essential criteria such as relevance, coherence, effectiveness, efficiency, impact and sustainability.
The evaluation method, characterised by its rigour, was enriched by a participative approach. Ongoing exchanges, summaries of daily interviews and brainstorming workshops strengthened collaboration with the project teams. The scope of this evaluation was also remarkable, encompassing the 14 partner-beneficiaries of the e-TAMKEEN project and covering all aspects of intervention, from the design of teaching resources to the organisation of large-scale events, not forgetting major innovations such as the e-learning platform.
This evaluation offers a strategic perspective, pointing the lesson learned and suggesting recommendations for the future. This valuable information has helped to optimize e-TAMKEEN's trajectory, ensuring its continuous improvement and the achievement of its boldest ambitions.
